Dohler German upright with early Lexow action

Dohler German upright with early Lexow action
I have a German upright bearing the name "Th Dohler, Berlin" and no further clues as to the actual maker beyond a frame number 7200 (I'm presuming the Dohler name was just a brand, Herr Dohler being a minor composer contemporary with Mendelssohn).
The action is by Lexow - however it has a number 282618 which is way earlier than the number range given on the Piano Gen part of this site. Does anyone know who Lexow manufactured actions for around about this time? Thanks.

The number suggests a date around 1897. I will see what else I can find.
