From this side of the ocean, I can only say that the number you give is not the serial number, which should be 5 or 6 digits. We cannot possibly comment on the condition from here, or advise you about restoration, you need someone to inspect it on the post. I, too, am appalled at the way some people will dump antique pianos without making any attempt to find a home for them.
