Connect a Yamaha P70 to a midi pedalboard

I have Yamaha P70 and would like to connect it to a midi pedalboard to simulate a pipe organ.
I took the keyboard to the company who supplies the pedalboard to test it out. When the two were conencted, the pedalboard produced the correct note on the keyboard in the piano voice. When we changed to the organ voice, the keyboard produced the organ voice, but the pedalboard still gave the paino voice.
We tried changing the various options on the Receive channel to no avail. We also tried using the C sharp 6 key to turn the Program change on and off, also to no avail.
I wonder if there is anyone out there who has managed to do this who could tell me hwo it can be done.
Or if, indeed, it can be done, or if it is impossible.
