Does anyone use Twitter? If so please help with hash tags - I am lost with anything other than local xxx

Sorry; I did try to use it, but it's a mystery to me!

I've just started - and dont understand it yet, so I bought a small booklet on Amazon..
"How to get started on Twitter & generate business" by Helen Stothard.
