Pure 5ths Temperament?

Pure 5ths Temperament?
I remember Bill Bremmer mentioning someone advocating tuning pianos with pure, beatless 5ths. This tuner felt that soon everyone would be tuning that way, but obviously it never happened. Anybody know who that was? It was probably 30-40 years ago. I am curious if there was a specific sequence he used, as I use one to tune within a tempered 5th.
