It certainly appears to be. You can see the strings crossing at top left.
I was playing the piano in a zoo, when the elephant burst into tears. I said, "Don't you recognize the tune?" He replied, "No, I recognize the ivories!"

It is definitely overstrung.
To confirm if it is under-damped, open the top lid, and take a photo of the hammers - looking down.
If you can see the hammers moving towards the strings, it is under-damped.
If over-damped, hammers are obscured by a wooden rail, (and dampers over the top)

It is likely to be under-damped, but best to check.
