It suggest that "antique worked specimens” (such as ivory cut into piano key coverings before 1947) are covered by antiques derogation and may be traded commercially without a certificate. That would be wonderful if it was clear and simple, but you have to prove that...

The item was worked before 1947.

It has not been re-worked.

It has not left the EU.
