Certainly, Gamble were making actions by the twenties, for example, a 1928 D'Almaine piano has a Gamble tape check action. As you can read on this site, in 1948, the Gamble action plant, which had been making actions for Bentley pianos for some time, was purchased by Bentley, and the company began making the "Richard Check Action" for its own pianos, named after Richard Grover, sometimes labelled "Richard Gamble Action".
