I am a bit confused. Can anyone clarify whether the two C notes in the base here are tied or is the group of three "slurred". It's from a Schubert impromptu, I have never had a lesson and aged 63 so help please.

The two C's are slurred (smoothly) - not tied.... for 2 reasons
1. A tie joins a note (same pitch) without any note intervening in the same group or same note stem direction.
2. The first quaver C is not long enough in value to tie onto the 2nd C
Also suitable to pedal this cadence to join that awkward stretched chord.
You could also ask why the same notes 8ve higher (1st bar) are not slurred in the left hand.... but slurred in the last bar? mmmm?
Schubert added the slur to create more texture, so fuller pedal needed.
