Touch weight regulation, vs. adjustments in action

My Steinway M, 1917, overhauled three times in 20 years.. the best work done by Dale Erwin, Modesto, now needs regulation. Dale regulated by touch weight in 1992. He is a bit far to send the piano, and my local tech (RPT) can probably handle it. He wants to take a full day to work on the action without a touch weight. I'm hoping this will even out the touch across the keyboard as it drives me crazy to play a pp not have certain notes flow out.. It really gets me very frustrated. Would this manual type of regulation to the tune of $300 be effective for meeting my needs.

sounds as though it needs a good regulation before anyone starts fiddling with the touch weight
