Two pedals is the normal arrangement for british and european pianos. Sconces (candle-holders) asre an indication that it was probably made before the 1914 war. You say "just out of tune" but the question is whether it is capable of being tuned, and only an inspection by a tuner will establish that. The damping problem may also require a repair estimate.
