There is a frame at the back of the piano that folds up and down over the strings. The back rail of this has what appears to be quills which are mounted through holes drilled in the rail. Approximately 3/4 of an inch of what ever these pointed things are rest on what I guess are dampers. Are these quills? what should I use to replace them?

From your description, I have no idea what kind of piano we are talking about. Is it a grand, upright or square piano? Could you email me some photos?
