If it is a US book then it will be a terminology thing it may be know as Mechanic Felt in the UK

chiropody felt
I try to stay with the books published in the uk.Often republished later by others.My action I found in Piano action repairs & maintenance by K.T.KENNEDY. First pub. by Kaye&WARD Ltd,London.1979.I try to find referances to what will match my piano,silly as it may seem,I like this old thing and would like to put it back to that time period.I'll have to find which book it was in and get back to you. Thanks

Thats a new book on me I have asked at Fletchers about the felt none of them had come across it but that will get back to me

I believe that the felt is shutter felt. It is a loose weave felt which is no longer made. Or it could be celest felt mis-spelled!!!!

Piano care and restoration by Eric Smith originally pub. 1980 lutterworth press ." For small pieces,notably dampers,some chiropody felt is suitably thick and soft".That's all it sayes.Thank you for trying.

All I can add is that some people use self-adhesive corn pads to replace touch washers!

Some tuners just don’t want to pay for a set of washers or it could be DIY. Old thread I know--I thought I really must reply as a Podiatrist who looks at feet all day ! For future reference :Chiropody felt (a medical grade product) is available from http://www.yourfootcare.com is 5mm thick,self adhesive and is described as 'semi compressed'
